Paid development required for Stream switching

one of our user is interested in paid custom development for a plugin that can switch between live and Playlist.

So here is the brief of the requirements.

1. There will be a Playlist which will stream 24/7
2. User has a requirement that he wants to go live on the same stream Id , so when go live the playlist should stop and he should be able to live stream to same streamid.

Please let me know if anyone is interested in developing this.
