persistence for lix and inlang metadata

Problem

Inlang, other Lix apps, and inlang itself need persistence on a root repo level.

Proposal

Introduce a directory similar to UNIX/Mac OS at the root of a repository where apps can store custom "metadata". This metadata can be a repository id, caching for inlang modules, and more.

Pros

• no spammy ".inlang", ".lix", ".prettier", ".nx", etc folders in the root because bundled in one folder
• works like MacOS

• potentially unexpected user flow
