需求描述：

KERNEL_VERSION_NAME: 6.1.y_6.6.33
KERNEL_AUTO_LATEST: false
建议KERNEL_AUTO_LATEST只影响类似6.6.33这样的确切版本号是否最新版，而6.1.y并不是某个具体版本，只是一个范围所以不受这个选项影响而强制检测最新版
比如我设置了这样的版本名，6.1始终检测最新版，但6.6不检测最新而使用指定版本号

场景：

我目前设备n1遇到了在固件保持不变，仅更新内核到6.6.34以上时，无法使用透明代理的情况，比如singbox会报错透明代理初始化失败，没有权限这个问题，所以我希望内核停留在6.6.33
