It seems that for some reason on rhel, we don’t have Openresty-zlib for version 1.2.13 or 1.3 which both are available for x86

any guidance or help on this would be appreciated

Thank you for your report. We have resolved the issue with the missing latest version of zlib for RHEL on arm64. You can now clear your local cache and retry.
