Have you ever thought about synchronizing the traffic lights and fires server sided? It would be a good shot.

Most of such features require client-server changes and cannot be done when there is no client released.

But not controllable or detectable. And it's always bases on the first player who joins the server.

It is not detectable. This works by making assumptions (which are probably very inaccurate) since there's no way to know the traffic light state
