Story
Users can paste components that are in their clipboards into a Library.

Requirements:
When a user has a component in their clipboard, they see a button for "Paste Component" in the New Component sidebar. If they do not have a Component in the clipboard, they do not see the paste button.
Clicking on the button adds the component to the Library.
The newly pasted component will automatically display as the most recently modified component on the Library Home page and the Component tab
