Creating new collections from the Library Home.

Contingent on #1040

Assuming #1040 is complete, the Add Content: Collections button should now be enabled.

  1. Clicking the "Collection" button should close the drawer and open the New Collection modal/window. Users should see empty fields for Collection Title and Description.

Note: Descoping the button to add tags at this part of the workflow due to complexities around having to open the tag drawer on top of a modal. Users have other pathways to add tags to collections so other, better workarounds exist.

  1. Clicking "create" lands the user on the homepage for the new collection (see later story for Collection Page).

Please also include the added, required "key" field -- just a normal text field will do.

@pomegranited For now, we can just use a unicode-slugified version of the name/title ?

Even if we add a text field to let users specify the key when creating the collection, it should still default to a slugified version of the title/name.

@bradenmacdonald Yep, that's fine. The slugified title might not be unique within the learning package, but validation errors should alert people creating new Collections.
