Video player - License Type not sticking #1014

Expected behavior:

When I upload a video and add a license type and click save, I expect to see the license information displayed in the lower righthand part of the screen of the video block.

Problematic behavior:

When I upload a video and add a license type and click save, I do not see the license information displayed on the video block, and when I click "edit" on the video block again and come back to the license type field, it is empty. It reverts back to it's original state and does not save the selected license type.

I tested this in the redwood/quince sandbox and can confirm it's happening in both. Although I couldn't make the All rights reserved appear in any of them.

I wonder if this is related to the missing license field here: https://github.com/openedx/edx-platform/blob/master/xmodule/video_block/video_xfields.py#L17-L223

This is very weird because on 2U edX environments it works as expected, also it works using devstack (which is deprecated) locally. I do not have tutor set up locally so I am not able to test there.
