This code does not have any dependencies that are specific to any specific
version of ubuntu. So instead of testing on a specific version and then needing
to do work to keep the versions up-to-date, we switch to the ubuntu-latest
target which should be sufficient for testing purposes.

If we pin the python version in the toxenv settings we can't actually
test with multiple python versions.
drf-yasg has runtime dependency on setuptools so we need to allow unsafe
so that the dependency can be declared properly in python 3.12 where
setuptools is not installed by default.
