Use pupa_id for Metro organizations #232

Recently, Metro removed the hyphen from the "Ad Hoc Sustainability Committee," which resulted in a new organization ocd_id.

Let's use a pupa_id to avoid such issues. We did this with Metro events: in pupa and in the scraper.

I think this might require changes to pupa.
