Members can't create booths

Current behavior:
When a standard user wants to create a booth (using /conferences//booths/new), they are met with a You are not authorized to access this page:

Expected correct behavior:
Anybody can create a booth

Steps to reproduce:

1. Create an event
2. Share a create a booth link
3. Notice users complaining they can't do that

Are you sure it is not because the booth submission period is over?
You can double check that by going to the Administration area of the conference --> Calls for content --> (select the one about booths)

In case the dates are not visible in the relevant form, plz make sure you have the changes from #3093 or double check the value with dev tools.
