Suggested solution

When the user runs pizza generate codeowners with no found .sauced.yaml configuration file, the CLI should prompt the user if they would like to generate one based on the current repository.

Depending on how "pure" we want the CLI experience to be, we might also consider just erroring and letting the user know there's a "pizza generate config" command they can run to generate a config. Or maybe we just lean into the interactive nature of something like this and enter a prompt flow where the user can then create a config
