Add infographic and content to homepage

The Impact Dashboard will be removed as the data is out of date. Instead, we'll add the summary infographic created by Leeds 2023 to the homepage. They will provide content to describe the origin of each metric and link out to its page.

The dashboard below will be removed or moved, we need to confirm this with L23
