I'm shifting an internal bug report to a public issue because it got lost.

I thought I fixed this, but it may have regressed, and there may have been interactions with (the removed feature) image surveys.

There could be interactions with #47 (badge count desync) due to the code mess that has occurred.

did I actually fix this in 2.5.1 2024.22? I think I didn't.
