[FEATURE] Store table filter settings in browser local storage

The table filter settings are reset on each page load of the homepage

Describe the solution you'd like
Retain the settings in the browser via local storage (cf. web storage API), and set accordingly on page render (otherwise, if none present, then simply render default view). Furthermore, there should be a "clear all settings" option on the page, to make it explicitly clear to the end user that settings have been either set and/or retained across page loads, to avoid potential confusion.
