Describe the solution you'd like
Create a page /reviews with corresponding navbar button. This will show the most recent 50 reviews by default, and then have the ability to filter by course and paginate by year. If navigated to via index (i.e., the homepage), should set appropriate course filter (e.g., via query string/parameter, or equivalent) on page open.
