Integrate data from dataportals-registry as a data source

Evaluate if the scope of data (what kinds of portals) at dataportals-registry is compatible with the scope of dataportals.org.

In case there's at least an intersection in scope, see if it's viable to import data from there on a regular basis using Github Actions and implement it.
