May be this version ranges should be kept in separate sections to giude user better what exactly should he download first to grasefully update to the very latest
$this->isBetween('0.0.0', '2.21.0') for the 3.1 and
$this->isBetween('2.21.0', '12.2.1') for the 3.2 ? ( But I feel there are something wrong with numbers )
