I have seen a similar issue here, I am getting an error 505 when trying to publish a delivery from a test. digging in the apache error_log i got the above error.

This is a fresh installation and i got this error on the first time i have tried to create a delivery.

The Tao tool is installed on SUSE service with:
Apache/2.4.38 (Linux/SUSE)
PHP 7.3.3
