Add Fake/NPC Accounts + Tax improvements

I'd like to have something like a server account where taxes will be deposited with the option to put an actual player instead of a fake account or that /pay taxes go to the town/nation when towny is installed.

Well, the possibility that the taxes don't just go poof.

Describe alternatives you've considered

Denizen. (Nothing is impossible there if you know how and have the time.) So not really an alternative for most people.
