Update get-template to allow getting local file

Feature to get a local file (.csv or .xlsx) was request Sage-Bionetworks/schematic#599 recently implemented in Sage-Bionetworks/schematic#663.

Mainly need to:

• Change Dockerfile build to schematic commit version that has this feature
• Update action.yml with new input options
• Update entrypoint.sh with flag option

It's a better option for the CI action to produce the generated template(s) as artifacts, so local file might be the default (replacing the googlesheets link).
