@peterfpeterson and @marshallmcdonnell identified that we really need a CreateNormalization GUI dialog similar to our existing CreateCalibration while we were figuring out the diagnostic plotting.

There is existing backend scripts to do this now both in the mantid_total_scattering and Mantid Framework algorithms, specifically the SNSPowderReduction, yet the mantid_total_scattering is the preferred implementation, eventually.

The idea will be to have this GUI dialog either load in normalization files or create them, along with the diagnostics we would like to plot in relation to the document found in Issue #119
