The problem view page (problem.php) should flag any issues that need addressing:

  • no tags;
  • number of grader_test* files differs from the number of tests parameter;
  • the grader field contains a value, but no grader*_ file was uploaded;
  • no sources got 100 points.

Not sure where to present this information. Perhaps a separate tab with a yellow nav-tab?
