[ENHANCEMENT] Change automatic scrolling behaviour to be more intuitive and user friendly

When I try to scroll up in the full page web ui when a model is actively generating a response, the automatic scrolling behavior makes it impossible to see what's above. It keeps going to the end of the page when I try to scroll up.

This should be changed such that if a user scrolls manually, the automatic scroll should stop to let the user see whats above while the current response is being generated below out of view.

Here, I can't scroll up to see the start of the answer while the rest of it is being generated.

I hope I am clear in communicating what I want with this.

Hopefully, it will be fixed in version 1.1.13 (upcoming version) or 1.1.14 (next)
