The image only describes the barebone view. The main page will provide the links which are required for new users. Like install, terminals, packages, environments etc. This is only to improve the navigation from main page. If this diminishes the usability then feel free to ignore the idea.

I'm not sure about the tiles, but I suppose we could highlight the most important resources on the home page. I imagine we could have something like this below the intro:
install → scroll below
update → updating
ucrt64 or mingw64? → environments
integrate with terminals or IDEs → terminals / IDEs
... and then almost the same instead of step 9:
