Cannot set maximum up/down speed in v2.0 #219

Good afternoon everyone,

Maybe it is just me being silly, but it seems like I cannot find the way of setting maximum up/down speed in v2.0. However, that was possible in v1.6.

Waiting for any suggestions and help.

sorry, i skipped this pull request because it's hard to merge it with many changes in networking. I will implement it later
