[Homepage rebuild] - Pocket section displayed but empty on non-targeted regions #23910

Description

Device region is not set to Canada or US.
Fresh install FF. Open the app.
Observe the homepage.

Expected behavior

Pocket section is not displayed on homepage.

Actual behavior

Pocket section, though empty, is displayed on homepage.
