Header - Incorrect hrefs for Privacy Policy and Lexicon links #1896

Context
The Privacy Policy and Lexicon links at the top of the Lexicon page currently lead to 404s.

Expected Behavior
Each link should lead to a valid page.

Suggested Fix
In partials/pageHeader, the links should be amended:

The "Privacy Policy" link should lead to https://mozilla-extensions.github.io/firefox-voice/privacy-policy.html
The "Lexicon" link should lead to https://mozilla-extensions.github.io/firefox-voice/lexicon.html
