Use the ReferenceAssemblies support in the Roslyn SDK to resolve reference assemblies more accurately, and lay the groundwork for package reference support:

@mhutch It would be incredible to have package reference support in the dotnet-t4 tool. Is this something that would be achievable in the long-term?
