Summary

Add a feature that ensures notes hidden by Lockdown settings are completely excluded from public timeline responses.

Purpose

Currently, notes set as private or followers through Lockdown settings still appear on public timelines. This causes confusion for users as entries labeled as "(Private)" are visible. Excluding such notes entirely from timelines will help reduce user confusion.
