Scrolling screen not change the current cursor

I'm scrolling with use command ctrl + down or ctrl + top not change the current cursor.

Expected Behavior:
When I'm scrolling text editor from line 1 bottom to (in Example: line 100) with the command ctrl + down, I'm expecting to cursor will be on top in my screen (still around line 100)

Actual Behaviour:
When I'm in line 100, but my screen back to line 1 because the cursor not changed.
