Functions archetypes should use V4 bundle version when available #206

The current host.json that is checked in uses V3 of the bundles:

"extensionBundle": {
"id": "Microsoft.Azure.Functions.ExtensionBundle",
"version": "[3.*, 4.0.0)"
}
}

However, as the v4 bundle is GA, we should update it to use V4:

"version": "2.0",
"extensionBundle": {
"id": "Microsoft.Azure.Functions.ExtensionBundle",
"version": "[4.*, 5.0.0)"
}
}
