With the release of #265, we see some operations failing now when already in a session. In scenarios where CredSSP is enabled and target is allowed, we should allow the operation rather than failing.
Get-WSManCredSSPState already exists within SdnDiagnostics to check of AllowFreshCredentials is enabled. Just need to add support to parse the computer(s) returned with Get-WSManCredSSP. If we have $true for both, then should allow the cmdlet to work, without requiring credentials.
