Describe the bug
In scenarios where customers are leveraging Logical Networks rather than Virtual Networks, we do not expect EncapOverhead or JumboPackets to be enabled, as they will not be traversing the HNVPA network w/ VXLAN or NVGRE headers.

In these situations we should bypass the validation.
