Steps to reproduce

  1. Install a 27* series canary build of windows
  2. Enable admin protection as detailed here
  3. Launch powertoys as admin & set it to always launch as admin
  4. Reboot

✔️ Expected Behavior

Powertoys to launch with the machine

❌ Actual Behavior

Nothing, and powertoys had to be launched manually
