Steps to reproduce the bug

Deactivated accounts are being treated as "errors" in caching, when they are not errors and is not something we can fix, so ignore them instead.

Expected result

Log these in debug channel instead and skip.

Actual result

They are treated as errors. This does not appear to have any negative effects other than noise in the log.
