fastBPE build errors on Windows

In order to use the pre-trained BioGPT models, we need the fastBPE to be built using the g++ compiler, which fails to compile on windows machines.

Going over all such issues in glample/fastBPE, I created an issue. It doesn't look like this project is being actively maintained (seeing that the last commit was well over 4 years ago).

Anyone here using a Windows development environment and successfully compiled the fastBPE project (i.e, the missing sys/mman.h file), your insights would be really helpful!

The <sys/mman.h> is a Unix header and not available on Windows as the headers under sys are all traditional Unix APIs.
This doesn't seem to work even after using Cygwin for Windows, which actually provides an implementation of mman.h.

After trying to install all dependencies on a basic Docker Ubuntu image, I finally got things to work.
This definitely is an OS issue, and it looks like the fastBPE was not built to support Windows.
