Add a setting in the mod to make the purification chamber use a fixed amount of chemicals per operation instead of relying on random statistics.

After reading this conversation, it seems that the amount of chemicals consumed by the purification chamber per operation is not consistent. Meanwhile, I am using AE2 + Extended AE to manage the entire chemical storage, which affects material transfer within the AE2 network.
