I saw issue #1314 which was asking about pressurized tube priority, which was what I wanted to ask about initially.
Instead, I have a suggestion, a Pressure Relief Valve block.
It would have 1 input, 1 output, and a percent input.
It would watch the pressure level of the input pipe(buffer amount/max buffer) and compare it to the percent input.
If the input pressure is over the percent pressure, begin transferring contents from input to output .
Maybe 5 versions of it.
Valve: Simple on off block. Right click to switch states. No monitoring input. Rate limit 750mB/t
Basic: Monitors input. Rate limit 750mB/t
Advanced: Monitors input. Rate limit 2,000mB/t
Elite: Monitors input. Rate limit 64,000mB/t
Ultimate: Monitors input. Rate limit 256,000mB/t
