E - Write WebAPI recipes

So we can structure our WebAPI pages, we need to write a specification for page structure, in the form of a set of recipes and a specification for the linter.

Note that we are at the moment only concerned with P1 WebAPI docs, Precise definition of that set of docs is part of this epic.

Acceptance criteria

• we have defined the set of WebAPI docs that are considered P1
• we have defined the set of recipes (page types) that we need for the P1 WebAPI docs
• we have written up these recipes
• we have defined how the linter should enforce these recipes
