Cleanup utils directory

The utils directory has several pieces of code with main() functions in them which means there are likely several more executables that can be created from that code. Things like ips2ipf, examine, . Other things like dummy.c can probably just be removed as these seem to be debug/troubleshooting code snipets with low value. Lastly, there seems to be some data files test_gov.* that could be moved to the data directory or removed (e.g. test_gov.pfo and test_gov.pdf) unless these could be kept as example output somehow.
