[Community] Update the Mautic Council page on the Community Handbook

We need to make some updates to the Council page on the Community Handbook.

The following changes are needed:

Remove:

• Andy Towne
• Favour Chibueze

Please add a honor roll section at the bottom of the page so we can show past members.

Add:

• Simran Sethi

As we're in the process of moving to Read the Docs and this page has already been migrated over, please update in the Markdown format here:
