function definition is void: evil-mode after adding evil to bauer #6

After making this change:

+ **** evil
+ #+BEGIN_SRC emacs-lisp
+ (use-package evil
+   :ensure t
+   :config
+   (evil-mode 1))
+ #+END_SRC

I get this error when building:

Error (use-package): evil/:config: Symbol's function definition is void: evil-mode
