We need to open a payment channel in order to reduce gas fees for transfers whenever an Escrow needs to pay a particular wallet, this escrow needs to be able to pay each wallet in the partner https://solidity.readthedocs.io/en/v0.5.3/solidity-by-example.html#opening-the-payment-channel
