There should be a standard way to print progress information with a fixed time interval #1771

Different tools now print the progress information using number of states, BES equations, iterations and this should in some cases be unified into a single timed based progress logger. This functionality should be added to the logging library such that it can be used consistently. Also the progress information of different tools should be made more consistent in general, to avoid confusing the user.
