BPM Swap: SwPhaseSyncEn (div_f_cnt_en) is zero at startup

This was observed when doing "boot-from-flash" with a BPM. It should have started set to 1, since that's our "default" behavior.

It's mostly okay, since SOFB sets the right value for us; but we should either fix it or document that the way we try to set it doesn't work (I assume PINI=YES + read_parameters() in constructor is causing the record to read a value from hardware, instead of using VAL from the Db).

This also caused us to find out that switching doesn't work happen when switching sync is disabled.
