Need to audit for 2.4 issues in this codebase and bump librato-rack to v1.1.0 to fix deprecations there.

  • bump lib-rack
  • audit

Our current rails test harness seems to have some significant issues with ruby 2.4, probably going to need to make it more conditional depending on ruby / rails version. Going ahead and fixing the rack dependency issue for now, released as v1.4.2
