Dado que se establecio una constraint de FK que relaciona un bank_id con un Proveedor, al intentar eliminar un Banco que esté siendo referenciado por un Proveedor se produce un FOREIGN KEY constraint failed.

Nota adicional: Agregar asociaciones belong_to/has_one segun corresponda, para simplificar el manejo del modelo
