Shouldn't the option for extended stacking only be available on the last cycle? If so, we are missing this behavior and the tooltip

Good question. I hadn't heard of this limitation myself. My presumption was that users can extend cycles regardless of whether they're in the "last" one.

Users can extend at any time, even before the cycle started.

I'm a bit confused then as I made the designs per @friedger request at the last meeting. Should I revert to what we had before and make the button enable all the time?
