Add propagation times #86

It would be a great addition to have propagation times on the wires, gates and other circuits.

Propagation times for
- library components set globally
- for user circuits inferred from circuit's components
A global multiplier for propagation time, including 0 for backward compatibility (instantaneous propagation)

Visually, this could be shown with wires progressively changing color.
